Travellers who set up camp on land in Newent two years ago have applied for permission to stay on the land.
The group bought and moved on to the field at Southend Lane in 2009 without planning consent.
After a planning inquiry they were given two years to stay on the site, which expired on 31 January.
Forest of Dean District Council said it was examining its position as to whether there had been any breach of planning rules.
A spokesman for the travellers said the group had no intention of moving from the land.
In January the group applied to the council for a change of use of the land for 13 Gypsy caravan pitches and associated facilities.
