The President of the Council of Trade Unions is calling for a debate on the legalisation of cannabis.
Helen Kelly says that could be a solution to the synthetic high problem.
She says it will be impossible to keep up with the market, and banned chemicals will just be replaced by new ones.
"When you've got something like cannabis which is probably safer now than all of these artificial drugs, we should have a serious talk about legalising in a controlled way," says Ms Kelly.
Helen Kelly says it will take out the black market risks and there'll be more control over how substances are used and taken.
